Democratic Republic of Congo

In spite of its vast physical size and limitless natural resources, the Democratic Republic of Congo (DRC) is one of the poorest countries in the world, ranking 176th out of 188 countries in the 2015 human development report. Child poverty is widespread, particularly in conflict-affected and hard-to reach areas. According to a recent UNICEF study, 80 percent of children aged zero to 15 years old experience at least two major child rights deprivations. Despite sustained growth in recent years, the size of DRC’s economy remains far too small to provide enough government revenue to meet the basic needs of the population, children in particular. Since 2016, political instability, the persistence of conflicts in Eastern DRC and a sharp fall in global commodity prices have been aggravating factors.

DRC is one of the over 190 countries and territories around the World where UNICEF works to overcome the obstacles that poverty, violence, disease and discrimination place in a child’s path.

How can you make a difference to UNICEF in DRC?

Purpose of the job

The Education Officer (Alternative Learning) reports to the Chief Education Section for supervision. The Education Officer provides professional technical, operational and administrative assistance throughout the programming process for education programmes/projects within the country programme to support the development of alternative learning opportunities (including life skills development, parenting education and gender empowerment) in education programmes/projects within the Country Programme. The Officer is responsible for development planning to the delivery of results, for preparing, executing, managing and implementing a variety of technical and administrative programme tasks to support the development and formulation of alternative learning opportunities particularly for adolescent girls and boys’ programmes/projects within the Country Programme. He/she acts as an adolescent focal point representing education for all adolescent cross sectoral issues addressed at national country office level.

Your Expected Key Results

Support to programme development and planning

  • Conduct/update situation analysis and assessments to establish evidence-based data for UNICEF advocacy and development of policies, framework and programmes to alternative learnings opportunities particularly for the empowerment of more vulnerable out-of-school adolescent girls and boys in the country and for monitoring results on related programmes/projects.
  • Contribute to the development/establishment of alternative learning opportunities (including life skills, gender empowerment and parenting education for most vulnerable out-of-school adolescents)) programme goals, objectives and strategies and results-based planning through research, collection, analysis and reporting of related information/data for development planning and priority and goal setting.
  • Provide technical and operational support throughout all stages of programming processes by executing/administering a variety of technical, programme, operational and administrative transactions, preparing related materials/documentations and complying with organizational processes and management systems, to support programme planning, results based planning (RBM) and monitoring and evaluating results.
  • Prepare required programme documentations/materials/data to facilitate the programme review and approval process.

Programme implementation, monitoring and delivery of results

  • Work closely and collaboratively with internal and external colleagues and partners to discuss alternatives learning opportunities (including life skills, gender empowerment and parenting education for most vulnerable out-of-school adolescents) operational and implementation issues, provide solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decision. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
  • Participate in monitoring and evaluation exercises, programme reviews and annual reviews with government and other counterparts to assess programmes/projects on alternatives learning opportunities (including life skills, gender empowerment and parenting education for most vulnerable out-of-school adolescents) and report on required action/interventions at the higher level of programme management.
  • Monitor and report on the use of alternatives learning opportunities (including life skills, gender empowerment and parenting education for most vulnerable out-of-school adolescents) programme resources (financial, administrative and other assets), verify compliance with approved allocation/goals, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on critical issues/findings to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
  • Prepare regular/mandated relevant programme/project reports for management, donors and partners to keep them informed of programme progress.

Technical and operational support to programme implementation

  • Conduct regular programme field visits and surveys and/or exchange information with partners/stakeholders to assess progress and provide technical support, take appropriate action to resolve issues and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
  • Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices on alternatives learning opportunities (including life skills, gender empowerment and parenting education for most vulnerable out-of-school adolescents) related issues to support programme implementation, operations and delivery of results.

Networking and partnership building

  • Build and sustain effective close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve and sustain results on alternatives learning opportunities (including life skills, gender empowerment and parenting education for most vulnerable out-of-school adolescents) programmes.
  • Draft communication and information materials for CO programme advocacy to promote awareness, establish partnership/alliances and support resource mobilization to ensure alternatives learning opportunities (including life skills, gender empowerment and parenting education for most vulnerable out-of-school adolescents) programmes are adequately resourced and supported.
  • Participate in appropriate inter-agency (UNCT) meetings/events on programming to collaborate with inter-agency partners/colleagues on UNDAF operational planning and preparation of alternatives learning opportunities (including life skills, gender empowerment and parenting education for most vulnerable out-of-school adolescents) programmes/projects and to integrate and harmonize UNICEF position and strategies with the UNDAF development and planning process.
  • Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.

Innovation, knowledge management and capacity building

  • Identify, capture, synthesize and share lessons learned for knowledge development and to build the capacity of stakeholders.
  • Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable programme results.
  • Research and report on best and cutting edge practices for development planning of knowledge products and systems.
  • Participate as resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.

 To qualify as an advocate for every child you will have…

  • Education: University degree in education, anthropology, psychology, sociology, or other social science field is required.
  • Work Experience: A minimum of 2 years of professional experience in social development planning and management in education and alternative learning opportunities and other related areas at the international level some of which preferably served in a developing country is required. Relevant experience in programme/project development and management in related areas in a UN system agency or organization is an asset. Developing country work experience and/or familiarity with emergencies highly desirable.
  • Language Proficiency: Fluency in French and English is required.  Knowledge of another official UN language or a local language is an asset.
